I am against this. It SOUNDS good in so many ways BUT it WILL readily be abused. Abuse of this database would turn New York State into a freakish totalitarian dystopia overnight. To prove this, consider the New York State tax return forms across the last three years. The forms asked/required that the filer include all of the critical Secret Access Account Numbers pertaining to their savings account. The idea was to completely computerize the Tax Refund process. SO, WHAT HAPPENED ON THE VERY FIRST TIME THAT NEW YORK TRIED THIS SYSTEM ?? Answer: Somebody in the NYS Taxation Department stole the secret account numbers and criminally sold them. Now, what type of abuse would happen with a DNA database ? Well, for starters, somebody could stop by a barbershop and grab a handful of YOUR HAIR (that fell to the floor during a haircut). They could then plant YOUR hair follicles at any crime scene of their choosing. Additionally, Andy's proposal SAYS that it only wants to go after convicted felonies and convicted high-end misdemeanors. I state with no doubt whatsoever that the list of qualifying crimes will expand rapidly. Basically, Andy's proposal should be called 'The Cuomo Patriot Act'. If enacted, it will readily pit Neighbor against Neighbor (in that they will go around planting each other's hair follicles at crime scenes).
