Securing the Microsoft Access database (accdb extension) from editing with viewing possiblility?

I have an database in ACCDB format. I'd like to change it so, that everyone could view it, but nobody would be able to change it's elements.

I fell on the idea to manage to open up Hexplorer and edit the file so, that it couldn't be saved

Securing the Microsoft Access database (accdb extension) from editing with viewing possibility?

Access 2007 does not provide a security module (workgroup security) as the previous (Access ) did.

Either convert and downgrade
